Le conflit entre Israël et le Hamas le montre trop Même si ces affrontements meurtriers ne constituent pas une guerre au sens juridique du terme.</span></strong><br /> <span style="font-size: 10pt; font-family: arial,helvetica,sans-serif;">Comme l'a bien analysé Michel Serres : la guerre suppose deux Etats qui se déclarent la guerre, donc décident de remplacer le droit par la force dans une organisation légale de la tuerie. Nous ne sommes pas dans ce scénario : nous sommes dans le cas d'un Etat qui est pris à la gorge par un groupe terroriste se servant de tout, y compris d'un processus électoral dit démocratique alors que la démocratie fait partie de ce qu'il combat.</span><br /> <strong><span style="font-size: 10pt; font-family: arial,helvetica,sans-serif;">Trop de partisans respectables de la « cause palestinienne » l'oublient : Le Hamas est un mouvement terroriste qui nie l'existence de l'Etat d'Israël et se bat pour un Etat palestinien islamiste. Ou plutôt « fasciste- islamiste ». Ils doivent y séjourner jusqu'à mardi afin d'évaluer la situation. Et ceux qui lui font des procès d'arrière-pensées font sans doute fausse route.</strong><br /> Non il n'a pas fait cavalier seul, contrairement à ce que lui reproche des politiques et nombre d'observateurs. . <strong>Son périple (qui a été précédé de concertations avec la Présidence tchèque) n'a pas fait concurrence à la mission de l'Union mais l'a complétée. Et la complète encore. D'ailleurs les ministres des affaires étrangères de l'Union se réunissent aujourd'hui à Prague pour une réunion informelle où le Proche-Orient (entre autres) tiendra une bonne place. Le monde assistait éberlué, par télévision interposée, à la réunification spontanée des deux Allemagnes séparées par la capitulation de 1945 et à la défaite du système soviétique. Ce mot de vieux français nous est revenu par la langue anglaise et par le secteur privé : <strong>corporate governance</strong> par lequel elle désigne un mode de gestion des firmes qui exige des liens entre pouvoirs de la direction, actionnaires et (dans le meilleur des cas, de plus en plus oublié outre-manche) représentants du personnel voire consommateurs..<br /> La vague de l'ultra-libéralisme lui a donné un champ d'application politique. <strong>Marque d'une démission du politique face aux puissances financières et autres... Et de la remise en cause des pouvoirs des Etats qui se dissolvent dans un autre concept anglo-saxon le</strong> <em>New Public Management (management public)</em><strong>. Un mot qui traduit plus et mieux que tout autre la crise du politique... Dans l'intérêts des citoyens de part et d'autre du Rhin.Et pour des raisons symboliques et pragmatiques :l'Europe par les territoire passe par les eurométropoles et les eurorégions .Surtout depuis que des Conventions du Conseil de l'Europe, des règlements de l'Union européenne et des accords franco-allemands offrent des cadres d'actions qui, sans gommer les frontières des Etats, permettent aux « frontaliers » de pratiquer de vraies politiques de voisinage.</strong></span></p> <p style="text-align: justify;"><span style="font-size: 10pt; font-family: arial,helvetica,sans-serif;"><strong>Un EURODISTRICT REUSSI</strong> ne se décrète pas, mais se fonde sur des réalisations communes et la confection d'une culture de bon voisinage d'un type nouveau. Il ne peut surtout pas se faire sans une compréhension et une adhésion des citoyens (qui ne sont pas seulement des « transfrontaliers » professionnels). <strong>Roland RIES a réussi à créer un nouveau climat dans les relations entre Starsbourg et ses voisins.</strong> Il a du mérite :les premiers pas de l'eurodistrict, pourtant soutenu au sommet par Paris et Berlin ont été gâchés par un sens du « dialogue » assez peu constructif et par la mise à l'écart des associations de la société civile qui avaient pourtant fait preuve d'une belle vitalité.</span></p> <p style="text-align: justify;"><span style="font-size: 10pt; font-family: arial,helvetica,sans-serif;"><strong>Avec ses partenaires d'Outre-Rhin, Roland Ries vient de doter cet « EURODISCRICT » d'un cadre juridique.:un GECT, un groupement européen de ccopération territoriale.</strong> <strong>C'est un résultat à portée politique incontestable. L'Organisation des Nations unies faisait ses premiers pas. Et le 10 décembre 1948, par la résolution 217 A de l'Assemblée générale, elle adoptait la Déclaration universelle des droits de l'homme. En 1950, l'ONU instaura une nouvelle fête, à savoir la Journée des droits de l'homme, célébrée le jour de l'adoption de la Déclaration.</span></p> <p style="text-align: justify;"><span style="font-size: 10pt; font-family: arial,helvetica,sans-serif;">Les XXe et XXIe siècles n'ont pas particulièrement respecté la Déclaration universelle, se rapprochant plus du Moyen Age, époque où les gouvernants de différents pays faisaient un mauvais usage des normes religieuses sacrées.
